Job Description:
The Town of Garner is soliciting Requests for Qualifications from licensed North Carolina appraisers interested in providing appraisals for real property and easement acquisitions, including expert testimony in condemnation cases as necessary.

Submittal Response Requirements:
Applicant must provide four (4) bound copies and one electronic copy in pdf format of submittal. Applicant must submit requested information on 8.5” x 11" paperbound (11x17 foldouts are acceptable), with a table of contents and page numbers. Tabs identifying sections of the document are acceptable but not required. The package shall not exceed 30 pages single-sided or 15 pages double-sided (front/back covers, table of contents and tab pages are excluded from these totals). Complete responses to each of the following categories are required:

  • Section 1: Letter of Interest
    The letter of interest should include a synopsis of the individual’s or firm’s qualifications, the primary contact, the project principal representing the contractual authority of the firm.
  • Section 2: Qualifications
    1. Provide a brief overview of each appraiser’s knowledge and experience, including a copy of any licensing documentation. If proposals include subcontracting with other firms or individuals, provide similar information for each subcontractor.
    2. Provide a summary of appraisals that have been completed for any governmental entity by the individual or firm, including information on the size and type of property (residential, commercial, industrial) and the time it took to complete the appraisal.
    3. Provide a listing of all testimony provided in court cases or depositions, including the name of the court and outcome of the case, including whether you were recognized as an expert witness.
    4. Provide the name and address of your contact with NCDOT if you are currently approved to provide appraisals for NCDOT projects.
  • Section 3: Project Approach and Management
    1. Provide a detailed description of your approach and process for completing appraisals. Include a response to the preliminary scope and identify key risks, challenges and concerns anticipated and any mitigation steps to achieve successful on-time delivery.
    2. Provide an outline of how you would approach open space, greenway, right-of-way, and other use-restricted properties or portions of properties that may be difficult to appraise or for which comparable properties may be difficult to locate.
    3. Describe the tools and processes your firm uses to provide preliminary time and budget estimates.
  • Section 4: References
    Provide the names, addresses, phone numbers, and email addresses for at least three government employees for which you or your firm have provided appraisals, including a summary of the types of appraisals provided.

  • Section 5: Consultant Professional Fees
    1. Submit an hourly billing rate schedule for all personnel who will provide professional services for this project, which rate shall be guaranteed for at least one year.
    2. Submit a unit price for appraisals based on the type of property or size of the property, which price shall be guaranteed for at least one year.

Selection Criteria:
The Town will review and evaluate proposals based on the following criteria:

  • Qualifications and general appraisal experience – 25%
  • Litigation experience in condemnation cases – 25%
  • Project approach and management – 25%
  • References – 25%
