Job Description:
Performs specialized administrative, technical, and limited supervisory work in appraising improved and vacant residential, commercial, and industrial properties within Buncombe County for tax purposes.

Distinguishing Features of the Class:
An employee in this class performs the more complex appraisals that usually involve improved and vacant residential, commercial, industrial, and special use properties. Employee should have experience and an advanced understanding of the methodology related to the valuation of commercial and industrial investment properties. Employee should be able to develop and apply all three approaches to value (income, cost, market). Employee should have knowledge and experience with commercial and residential construction. Employee should have an understanding of costing manuals and how to apply them in the valuation methodology. Employee should have experience analyzing and developing income profromas, income/expense ratios, capitalization rates and discounted cash flow. Employee should have some understanding of finance and accounting. Employee will be responsible for preparation and presentation of valuation appeals to the Board of Equalization and Review. Responsibilities include assisting the Chief Real Estate Appraiser with training and supervising data collectors employed during the revaluation process. Employee works closely with the Chief Real Estate Appraiser in determining neighborhood boundary lines, maintaining a sales file, assisting in developing a cost manual, and establishing a schedule of uniform land values. Tact, courtesy, and firmness are required in frequent contact with taxpayers. Considerable independent judgment and initiative must be exercised in correctly evaluating a variety of properties. Work is performed under the general supervision of the Chief Real Estate Appraiser and is evaluated through discussion for adherence to departmental policies, procedures, and appraisal standards.

Essential Job Functions:

  • Performs the more complex appraisals that usually involve improved and vacant residential, commercial, industrial, and special use properties.
  • May assist the Chief Real Estate Appraiser with training and/or supervise data collectors or Real Estate Appraiser I positions.
  • Reviews all work completed by the Data Collectors and approves the characteristics and refinements listed for the building and land. Responsible for final assessed value on the property.
  • Works closely with the Chief Real Estate Appraiser in determining neighborhood boundary lines, establishing and maintaining a sales file, helping develop a cost manual, and establishing a schedule of uniform land values.
  • Required to resolve taxpayer appeals, both informal and formal Board of Equalization and Review Hearings.
  • Maintains real property inventory.
  • Reviews inventory and values for accuracy and consistency.
  • Prepares field cards on each site, listing name, type of construction, and map number or location.
  • Applies and explains property values to public during reappraisal. 

Knowledge, Skills and Abilities:

  • Thorough knowledge of principles, practices, and techniques used in real property appraisal work as required.
  • Considerable knowledge of current construction costs, including building materials and land value.
  • Considerable knowledge of the geographical layout of the County.
  • Considerable knowledge of the methods and procedures of the County Assessor’s Office .
  • Considerable knowledge of the three approaches to Market value (Cost, Income, Market) of real property.
  • Ability to plan, assign and review the work of subordinate personnel.
  • Ability to deal courteously, tactfully, and firmly with the general public.
  • Ability to make accurate computations with or without a calculator.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Customer service skills

Requirements:
DESIRABLE EXPERIENCE AND TRAINING: Considerable experience in appraisal work, preferably including experience in appraising improved and vacant residential, commercial and industrial properties. Graduation from a four year college or university including or supplemented by courses in appraisal; or an equivalent combination of experience and training.

SPECIAL REQUIREMENTS: Must attain a current certification as a tax appraiser by the Ad Valorem Tax Division of the North Carolina Department of Revenue. Have completed one or more additional advanced educational appraisal courses as approved by the Chief Real Estate Appraiser. Possession of a valid North Carolina driver's license.

Salary/Benefits:
Hourly rate: $20.39 - $27.01
