We are the highest-rated state agency for employee satisfaction on Glassdoor with nearly 300 reviews. We are hiring a senior Right of Way (ROW) Agent to join our Division 9 ROW team that manages our acquisition of all necessary Rights of Way and Easements for the construction/improvement of all highway projects on the state highway system.

In this role, you will:

  • Assist our Division ROW Agent in directing daily goals and responsibilities, including managing negotiations and ROW acquisitions for construction and maintenance of the NC transportation network, and carrying out ROW acquisition functions of highway projects.
  • Lead and manage more complex/specialized projects requiring advanced analytical, problem-solving, negotiation, and communicative skills.
  • Negotiate ROW acquisitions and provide relocation services on unusual and complex claims.
  • Assist our Division ROW Agent by providing supervision and technical assistance to staff regarding negotiations, relocations, plan changes, and ROW policies and procedures.
  • Review and approve ROW claim reports for staff members.
  • Review, approve, and submit settlement and condemnation final reports.
  • Ensure claim closings are completed per office procedures.
  • Monitor and track schedules and workloads in the ROW office to ensure timely right-of-way acquisition completion and project letting.
  • Assist our Division ROW Agent in training office staff and ensure NCDOT and office policies are understood and adhered to.
  • Promote public relations and coordinate right-of-way activities with NCDOT units, and government and non-government groups.
  • Provide ROW information/documentation to NCDOT, the public, and other government agencies
  • Indirectly supervise Right of Way Agent I staff and assist in management/supervision of negotiations and acquisitions of ROW for the construction and maintenance of the NC transportation network not only through department staff but numerous private consulting firms on contract with NCDOT.
  • Lead property management of residue and remnant properties, including disposal by advertising those properties for sale and scheduling sealed bids.
  • Dispose of Surplus right of way when requested from the public.
  • Assist, plan, manage, direct, and coordinate highway ROW acquisitions and relocations on primary, secondary, urban, and other projects.
  • Supervise agents and provide technical assistance regarding negotiations, relocations, construction, policies, and procedures to the Division ROW office staff.
  • Explain ROW concepts and procedures by written and verbal communication.
  • Monitor and track schedules and workloads within the Division to ensure timely right-of-way acquisition completion and project letting.
  • Assist in training new ROW Agents and coordinate ROW acquisition activities with government agencies, other units, and property owners.
  • Sell residual and surplus property, manage assets, and provide oversight of consultants and property management contracts.

What You Bring

  • Knowledge of plan reading.
  • Project management experience.
  • Experience in negotiations and relocation, including a thorough knowledge of the Uniform Relocation and Real Property Act relating to ROW relocations.
  • Experience working with and managing consultants.
  • Demonstrated ability to explain right-of-way concepts and procedures by written communication.
  • Experience managing multiple priorities within time requirements.
  • Ability to safely operate a motor vehicle.

Requirements:

  • Education & Experience
  • Masters degree in Business, Economics, Real Estate or related field, and
  • 1+ years of experience in the development, appraisal, or brokerage of commercial/industrial real estate; or
  • Bachelors degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture), and
  • 3+ years of experience in the development, appraisal, or brokerage of commercial/industrial real estate; or
  • An equivalent combination or education and experience.

Salary/Benefits: 
$54,197 - $94,844
